Constitution & By-Laws

BEACHES LADIES GOLF ASSOCIATION CONSTITUTION

Article I -

The name of the Association shall be:  BEACHES LADIES GOLF ASSOCIATION.

Article II -

The purpose of the Organization shall be to promote the interest of golf among women players through the holding of monthly tournaments and other events as its Officers may direct.

Article III -

The Officers shall be President, Vice President / Membership, Secretary and Treasurer.

Article IV -

The affairs of this Organization shall be managed by a Board of Directors consisting of the Officers and Chairs of the Standing Committees.


BY-LAWS

Article I - Section A –

Membership in the Organization is open to any woman age 21 and over who is a member of a Golf Club or Ladies Golf Association and resides within the Jacksonville and surrounding First Coast Areas (Duval, St John's, Nassau & Clay counties)

Individuals must maintain a handicap index of 26.0 or less for three (3) months prior to joining. If the handicap index does not meet requirements the applicant is put on a “Waiting List.” When the handicap index meets requirements, the individual must resubmit the application for membership.

Article I - Section B -

Proposals for membership must fill out the New Member Application found on the website, completed in full with two members of the Association as sponsors.   The sponsors shall be responsible for confirming the proposed member’s handicap index for the three months prior.

Article II - Section A -

The Officers shall be elected at an annual meeting in May of each year and hold office until the following election.

Article II - Section B -

The Board of Directors has the power to call special meetings, when necessary, to censure or expel any member for improper conduct, by the affirmative vote of two-thirds of the Board members.

Article II - Section C -

The Board of Directors have the power to fill any vacancy until the next annual election.

Article II - Section D -

Votes of admission, censure or expulsion shall be secret and will be conveyed by the President.


OFFICERS

Section A -

The President shall preside at all meetings of the Organization and Board of Directors meetings and perform all duties inherent to her office.  She shall name the chairmen of the standing committees and advise them. She shall set up play dates and arrange the schedule of monthly and annual tournaments.

Section B -

The Vice-President shall perform her duties and act as member ex-officio on all committees and serve as Membership ChairAs Membership Chair, she will receive all written applications.  She will stimulate interest in the organization and solicit members from eligible golfers.  She will keep a roster of all members.  She will be the editor of the member directory

Section C -

The Secretary shall keep records of all meetings of the Organization and all board meetings.

Section D -

The Treasurer shall keep an account of all funds received, depositing such money in an account designated by the Board, and she shall perform all duties inherent to her office.


MEMBERSHIP FEES AND DUES

Section A -

All new members shall pay the full amount of annual dues, plus an initiation fee of $5.00, regardless of the date they join.  

Section B -

Annual dues will be $25.00, payable on or before May 31, and will be delinquent on June 30.  A $5.00 reinstatement fee will be charged for delinquency.  Reinstatement shall be at the discretion of the Board. 

No member will be eligible for play until dues for the current year have been paid.  Any member not in compliance with the above will be dropped from the membership.


MEETINGS

The annual meeting of the Association shall be held in May of each year at such time and place as the Board of Directors shall decide. Additional business meetings shall be held in conjunction with Opening Day and the Christmas luncheon.


DISCIPLINE AND DISMISSAL

Section A -

Acceptance of membership shall bind a member to uphold all rules of the Association; to observe the law, rules and etiquette of golf as set forth by the USGA and to accept and observe all decisions of the Board of Directors.

Section B -

All unresolved rules disputes shall be referred to the Tournament Committee and/or Rules Chair as soon as play is ended for a ruling.

Section C –

A member reprimanded three times by the Tournament Committee may be dropped without prejudice by vote of the Board of Directors.


ELECTION OF OFFICERS

Section A -

Nomination of Officers shall be made by a Nominating Committee, consisting of the out-going President as Chair and three other members nominated from the floor at the Christmas Luncheon.  If no members volunteer for the nominating committee, the out-going President will select the committee.  Notice of nominations shall be emailed to each Club Representative who will forward same to all BLGA members at their Club at least ten (10) days before the Association’s Annual Meeting.


STANDING COMMITTEES

The President shall appoint a chair of the following committees: Tournament, Website Coordinator, Rules/Handicap.

  

CLUB REPRESENTATIVES

The President shall appoint the Club Representative for each golf club having members in the Association.  Retiring Club Representatives shall nominate their predecessor for approval by the President.


EXPENSES

Section A –

Current expenses shall be met from the Association fund.

Section B -

Any member who makes a reservation for a golf and/or luncheon and does not cancel within 48 hours will be expected to reimburse the Treasurer. The member must send an email to beachesladies@gmail.com and receive confirmation the cancellation email has been received.  The cancellation period may be extended based on the event.

Section C -

The fiscal year shall be from the first play day of June to the last play day of May.


AMENDMENTS

The By-Laws may be amended at any regular or special meeting of the Board by majority vote of Board Members present.  A quorum of five must be present to change the By-Laws.
